Shigematsu was the Vice-President of the IGO whose authority was second only to President Ichiryu. He is a man of powerful authority and tremendous strength who appeared to take his position very seriously. In truth however, he is in fact a member of NEO and has been acting as a spy for them within the IGO all along.

Appearance

He is a very large, muscular man with a big, black beard and mustache and thick, black hair with a stripe of white hair down the middle.His typical attire consist of a black sleeveless v neck and laced shirt, green pants tuck inside knee high laced boots and a white cape. Noticibly on his left arm are three long scars and wears a teeth string bracelet and strapped on his right hip a brown holster like bag with an unknown object sticking out. He keeps one eye closed at all times, as well as a nose plug over the bridge of his nose. When these are removed, which he does when preparing to fight Grinpatch, his appearance becomes wilder and his muscles bulge, causing his clothes to tear.

Personality

When Grinpatch comes to the 1st Biotope to retrieve the GT Robo's, Shigematsu is shown to be disappointed that Starjun or Tommyrod had not come, showing not only his delight in fighting, but also his knowledge of the Bishokukai. He is later revealed to be a member of NEO and shows no remorse when he, literally, back stabbed his former comrade and drinking buddy.

Powers and Abilities

Considering his status as Vice president of IGO and comments about him from other characters in the series, it can be inferred that he is very powerful. It is also likely that he can enter the Gourmet World.

Full Power Form

When he removes his nose plug and flicks his left cheekbone, causing his eye to open, his muscles start to bulge and he gets a wilder appearance.

History

Regal Mammoth Arc

Shigematsu first made his appearance in Gourmet 54. When he was asked about Zebra’s release by Mansam due to the fact that it would have been easier to defend the Regal Mammoth, he replied that it wasn’t going to be easy and Director Glass will have to worry about losing face too.

BB Corn Arc

Shigematsu is seen in a flashback of Grinpatch's explaining to Toriko why he was after the BB Corn. It was because he couldn’t get back the GT Robos from Mansam and Shigematsu in the 1st Biotope. Not wanting to fight them, he left them there as he thought they were worthless pieces of junk.

Cooking Festival Arc

Shigematsu betrays Mansam and stabs him with his beast.

Shigematsu was shown looking over on the horizon waiting for Rin and Mansam to get the beast under control. He asked Mansam to hurry because it may be the last Cooking Festival.

During the ongoing battle in Cooking Fest, Mansam continues to battle it out against the army of giant GT Robos, but he is suddenly stabbed in the back by the tongue of a giant snake which belongs to none other than Shigematsu, who then reveals himself to be a member of NEO and coldly grins at the wounded Mansam. When Midora shoots his Meteor Spice on Cooking Island, Tokage appears from the ground to take Ahmon away along with the other members.

AIR Arc

Shigematsu was destroyed by Toriko's Infinite Nail Punch attack.

After the Heavenly Kings, Komatsu and the people of Hex Food World celebrated with a feast for successfully capturing AIR, NEO were preparing themselves to ambush everyone and steal AIR. After the Daruma Hermit's speech and thanking the Heavenly Kings and Komatsu as well as the Hex Food Beast Knights for capturing AIR, NEO attacks. Shigematsu's Beast unleashes a Breath of Eternal Sleep, supposedly causing everyone present to have their heart stop beating whilst Teppei stealthily dispatches Komatsu. Shigematsu is surprised to see that despite his beast's technique, people are still standing. He then announces that the attackers are NEO and they will be taking AIR, he then tells everyone still standing that they will not need to respond and to die a quick death  however Toriko tells him that he didn't need to say anything more either and he should only speak when his death throes are only seconds away. Brunch revives everyone through defibrillation by shocking them and causing their hearts to beat once more. Sunny disperses the breath from Shigematsu's beast and Zebra quickly decapitates the beast. When everyone prepares to heal Komatsu, Toriko insists the NEO members be left to him. Just before Kariu can unleash his attack, he is quickly wiped out along with Boneless by Toriko. Shigematsu responds to Toriko's sudden attack and shows his full power however before he can do anything, he was quickly defeated by Toriko and his new attack.
